Los Angeles, Sacramento, Fresno, Imperial, San Bernardino, San Joaquin, Tulare, Kings and Santa Clara county have all reported a heightened number of coronavirus cases since progressing into new phases aimed to reopen California. As rules loosen in California, a second wave of infections is starting. Gatherings like birthday parties, funerals and graduation celebrations are prime targets for causing mass infections. Outbreaks in prisons, as well as in immigrant groups crossing the border seeking healthcare, are contributing to the higher case numbers.
